What it is
A fee for the country, not for your tour
The Sustainable Development Fee, or SDF, is a daily charge paid to the Government of Bhutan by visitors. It is separate from what you pay for hotels, guides, transport and meals. Prime Minister Tshering Tobgay has described it as paying to protect the natural environment and to fund free education and healthcare for Bhutanese citizens.
It is also how Bhutan keeps tourist numbers manageable. The policy is called High Value, Low Volume: fewer visitors, each contributing more, rather than mass tourism that strains small valleys and sacred sites.

History
How the SDF has changed
| Period | What applied |
|---|---|
| 1991 to 2020 | A USD 65 SDF inside a minimum daily package of about USD 200 to 250 |
| March 2020 to September 2022 | Borders closed during the pandemic |
| From 23 September 2022 | The daily package was scrapped and the SDF rose to USD 200 per night |
| June 2023 to December 2024 | Long-stay incentives: pay for 4, 7 or 12 nights and get extra nights free |
| From 1 September 2023 | SDF halved to USD 100 per night, confirmed until 31 August 2027 |
Where the money goes
What the SDF pays for
Bhutan offers its citizens free healthcare and free schooling, and it has promised in its constitution to keep at least 60 per cent of the country under forest. Today the figure is around 70 per cent. The SDF helps pay for these commitments, along with conservation, the upkeep of heritage sites and training for young Bhutanese.
It also shapes your trip. Because the fee filters numbers, you can stand in the courtyard of Punakha Dzong or walk up to Tiger’s Nest without the crowds you would find at many famous sites in Asia.
Is it worth it?
That is a fair question, and the answer depends on what you want from a trip. If you want the cheapest possible holiday, Bhutan is not it. If you value quiet monasteries, forests, a living culture and a country that has thought hard about what tourism should do, most of our guests say the fee makes sense once they are here.
Refunds
Getting the SDF back if your plans change
The SDF is refundable for nights you do not spend in Bhutan. That covers cancelling before you arrive and leaving early. Refunds are processed after your departure has been confirmed by immigration, so they are not instant. If you booked with an operator, they claim it for you.
- Cancelled trip: SDF for all unused nights can be refunded
- Early departure: SDF for the nights you missed can be refunded
- Flight delay into Paro: the nights you could not spend in Bhutan can be refunded
- Bank charges may be deducted from the refund
The USD 40 visa fee is different. Once the visa has been processed, it is not refundable.
Worked examples
How much SDF you will pay
| Trip | Calculation | SDF total |
|---|---|---|
| Couple, 6 nights | 2 adults x 6 nights x USD 100 | USD 1,200 |
| Solo traveller, 9 nights | 1 adult x 9 nights x USD 100 | USD 900 |
| Family, 2 adults and a 10-year-old, 7 nights | (2 x 7 x USD 100) + (7 x USD 50) | USD 1,750 |
| Indian couple, 5 nights | 2 adults x 5 nights x INR 1,200 | INR 12,000 |
| Day trip to Phuentsholing | Within the 24-hour border-town waiver | Nil |
The USD 40 visa fee per person is charged on top for visa holders.
After August 2027
What happens to the SDF next?
Confirmed to 31 August 2027
The USD 100 rate is fixed until then. Trips that end by that date are priced at USD 100.
No announcement yet
As of October 2026 the government has not said what the rate will be from September 2027.
It could rise
In May 2024 the Prime Minister said the fee could go up if demand outgrows capacity.
If your trip crosses 31 August 2027, we confirm the SDF in writing before you pay.
