Is Bhutan expensive to visit? What your money actually pays for
Yes, Bhutan costs more than its neighbours. Here is where every dollar goes in 2027, what you get for it, and how to spend less without missing the best of it.
- SDF USD 100 a night
- 7 days from about USD 2,500 per person
- Prices checked October 2026
The short answer
Yes, but not for the reasons people think
A private week in Bhutan in comfortable 3-star hotels usually costs about USD 2,500 to 3,200 per person for two people sharing. That is more than a week in Nepal or northern Thailand, and the gap is mostly one item: the Sustainable Development Fee. At USD 100 per adult per night until 31 August 2027, it adds USD 600 to a 6-night trip.
The rest of the price buys things most budget destinations do not include. Your own licensed guide for the whole trip. A private car and driver. Three meals a day. Entry fees. A visa arranged for you. When people compare Bhutan with a backpacker trip elsewhere, they are often comparing a full private tour with a hostel bed.
- The SDF is about a quarter to a third of a typical trip
- Guide, car, hotels and meals make up most of the rest
- Flights to Paro are extra

Why it costs more
Why Bhutan is more expensive than its neighbours
A deliberate policy
Bhutan chose to be expensive. Its tourism runs on a policy called High Value, Low Volume: fewer visitors, each paying a fee that funds the country. The SDF has existed in some form since 1991. In 2022 it rose to USD 200 a night, and from September 2023 it was halved to USD 100 to bring visitors back after the pandemic. The Prime Minister has said it could rise again if demand outgrows capacity.
Everyone travels with a guide
A Department of Tourism notice of 8 April 2026 confirms that tourists must be accompanied by a licensed guide beyond the first checkpoint. That means a guide’s daily fee is part of every trip, whether you book a tour or not.
Certified hotels only
Tourists can stay only in accommodation certified by the Department of Tourism, which the Department repeated on 22 October 2026. There are no guesthouses at backpacker prices, though certified homestays and 1-star and 2-star hotels have been allowed since 2023.
Few flights, small planes
Only Drukair and Bhutan Airlines fly into Paro, on small aircraft into a demanding airport. Fares are high for the distance. A return from Delhi or Kathmandu often costs several hundred US dollars.
Value
What you get that cheaper countries do not give you
Quiet sights
Bhutan had 209,376 tourist arrivals in 2025. Punakha Dzong on a weekday feels nothing like Angkor Wat.
A private guide
Someone who explains every mural, books your table and sorts out problems before you notice them.
Intact forests
Around 70 per cent of the country is forested, and the constitution protects at least 60 per cent.
Living culture
Dzongs are working monasteries and offices. Festivals are held for locals, not staged for visitors.
Your fee does good
The SDF helps pay for free healthcare and schooling for Bhutanese citizens.
Little to organise
Visa, transport, hotels and meals are arranged. You turn up and travel.
Comparison
How Bhutan compares for a week of travel
| Bhutan | Typical independent trip elsewhere in the region | |
|---|---|---|
| Daily government fee | USD 100 per adult | Usually none |
| Guide | Licensed guide required | Optional |
| Transport | Private car and driver | Buses, taxis or shared jeeps |
| Meals | Usually included | Paid separately |
| Crowds at famous sites | Low | Often high |
| Planning effort | Low, your operator handles it | Higher |
Spend less
Eight ways to make Bhutan cheaper
Go off-peak
Late May, early September, December to February and the monsoon months have lower hotel rates.
Share the guide
Four friends split the guide and car four ways.
Enter by road
Already in north-east India? Phuentsholing saves the Paro flight.
Choose 3-star
Comfortable, warm and family-run. Save the lodge for one night.
Stay in the west
Paro, Thimphu and Punakha need less driving.
Fewer, fuller days
Five well-planned nights beat seven rushed ones.
Bring young children
Under-6s pay no SDF, and older children pay half.
Border-town visits
A 24-hour SDF waiver applies to day visits to Phuentsholing and other border towns.
Our view
So, is Bhutan worth the money?
We are biased, but we also see the other side. A few guests arrive expecting luxury on a 3-star budget, and a few feel the SDF is too high. Most leave saying the money made sense: they saw monasteries without crowds, ate in a farmhouse, hiked to Tiger’s Nest and never had to queue for anything. If you want the cheapest possible holiday in Asia, Bhutan is the wrong choice. If you want something unusual, calm and well looked after, it is good value for what it is.
Bhutan costs: questions
About USD 2,500 to 3,200 per person for two sharing in 3-star hotels, including the SDF, visa, guide, car, meals and fees. Flights are extra.
Mainly the SDF of USD 100 per adult per night, plus the licensed guide, private transport and certified hotels that every trip includes.
Yes. Indian visitors pay an SDF of INR 1,200 per night and need no visa.
Not cheaply, but travelling off-peak, in a small group and staying in 3-star hotels keeps costs down.
The USD 100 rate is confirmed until 31 August 2027. Nothing has been announced for after that.
